How the Dubai Property Buying Process Works
Buying property in Dubai is a straightforward process when you know what to expect — but understanding the costs, paperwork and key steps upfront can save you time, money and unnecessary stress.
From setting your budget and securing financing to completing the transfer and applying for your Golden Visa, here’s what the Dubai property buying process looks like, step by step.

STEP 1: Set your real budget
The property price is not your total cost. Add 4% DLD fee, ~2% agency fee, AED 4,000–5,000 in registration fees, and mortgage costs if applicable. Budget an extra 6–7% on top of the purchase price.
STEP 2: Choose freehold — and the right zone
Foreigners can only buy in designated freehold zones: Downtown Dubai, Dubai Marina, Palm Jumeirah, Business Bay, JVC, Dubai Hills, and others. Always confirm zone type before falling in love with a unit.
STEP 3: Get mortgage pre-approval (if financing)

STEP 4: Sign the MOU (Form F)
Once price is agreed, both sides sign Form F — the official MOU — and you pay a 10% deposit as a security cheque. Non-refundable if you withdraw without valid reason.
STEP 5: NOC from the developer
The seller obtains a No Objection Certificate confirming no outstanding dues. Takes 5–10 working days, costs AED 500–5,000 depending on developer.
STEP 6: Transfer at the Dubai Land Department
All parties (or their POA representatives) attend the DLD. You pay the 4% transfer fee plus balance. Your Title Deed is issued on the same day. You do not need to be in Dubai — a Power of Attorney covers you.
STEP 7: Apply for Golden Visa
