Dubai Municipality has unveiled a groundbreaking artificial intelligence system that will automatically review and approve building permit applications — without any human involvement.
The move is set to shrink approval timelines from several days to just minutes, placing Dubai at the forefront of AI-powered government services globally.
The new platform enables building permits to be issued directly and without human intervention by automatically reading submitted plans and documents and verifying their compliance with the Dubai Building Code, as well as technical and engineering requirements.
For applicants who submit complete and compliant documentation, permits will be issued instantly.
In cases where applications require additional information or modifications, applicants receive instant feedback and clear guidance on the actions needed to complete the approval process.
What the AI System Can Do?
The AI-powered system will initially enable the automated issuance of building permits for private and investment villas. The intelligent agent at its core will carry out a comprehensive series of checks, including:
Verifying plot planning requirements and reviewing architectural designs against the Dubai Building Code
Assessing mechanical, electrical and plumbing (MEP) systems
Validating structural safety and building stability requirements
Cross-checking data across submitted drawings and supporting documents, and automatically generating building card information
Enabling pre-submission design compliance checks before an application is even filed
A Three-Phase Rollout Over 26 Weeks
The project will be implemented in three phases over 26 weeks, before being rolled out for private and investment villa permit applications submitted by engineering consultancy firms across the emirate.
Phase 1 — Development & Testing
The AI agent is built and tested to assess compliance with the Dubai Building Code across multiple engineering disciplines.
Phase 2 — Pilot Programme
A pilot phase conducted in collaboration with a selected group of engineering consultancy firms to evaluate system performance in a live operating environment and gather user experience feedback.
Phase 3 — Full Rollout
Full rollout of the system for all private and investment villa building permit applications submitted by engineering consultancy firms across Dubai, with complete integration into the Build in Dubai platform.

The impact of the system extends well beyond the applicant experience. The initiative will also enhance the efficiency of Dubai Municipality's internal operations by significantly reducing processing times, limiting manual reviews to exceptional cases, enabling technical teams to focus on higher-value activities, and improving the quality and accuracy of data and analytics to support informed decision-making and future planning.

Permit activity remained strong in early 2026. Dubai Municipality issued 10,776 building permits during the first quarter, an increase of 12 percent compared with the same period in 2025. That surge in volume makes the case for automation even more compelling.

The project supports the Dubai Economic Agenda D33 and the emirate's annual AI adoption plan, and will integrate fully with the Build in Dubai platform.
